What Happens When a Painted Shut Sash Finally Opens, and Why House Painting on a Pre-War Santa Monica Building Starts There

Every survey we do on an older building here starts the same way. We pick the window that looks worst, take a stiff blade, and cut the paint seal where the sash meets the stop and the parting bead. Then we put a palm under the meeting rail and lift.

What happens in the next ten seconds tells us more than an hour of looking at the building from the sidewalk. It is also, more often than not, the moment the owner changes their mind about what this job is.

The Seal Is Usually the Whole Problem

A double hung window works on clearance. The sash sits in a channel formed by the interior stop, the parting bead and the exterior blind stop, and the gap on each side is a couple of millimeters. That is all the room it has.

Now count the repaints. A building put up in the twenties has been painted somewhere between eight and fifteen times, inside and out. Every one of those coats added film to the stop, to the bead and to the edge of the sash itself. Nobody masked the channel, because masking the channel means taking the stop off, and taking the stop off means somebody has to put it back. So the clearance closed up, coat by coat, until the paint bridged across and the window became a decorative panel.

Cut that bridge and about two thirds of the windows we meet will move. Not smoothly, and not all the way, but they move. That single fact is the difference between a repair conversation and a replacement conversation, and it is why we will not quote a building we have not opened.

What We Find Inside the Channel

The ones that do not move get the stop pulled, and then we can see the actual state of things.

Sash cord is the first thing. It is cotton rope running over a pulley at the top of the jamb, down inside the weight pocket, tied to a cast iron weight that balances the sash. Cotton has a life. On a building that has not had window work in fifty years, the ropes are usually gone at the pulley, and the weights are sitting at the bottom of the pockets doing nothing. Sometimes a previous owner replaced them with chain, which lasts longer and rattles.

Second is the pocket cover itself. There is a small removable panel in the lower jamb, and on a heavily painted building it has been sealed for decades. Finding it is a matter of reading the paint film for a rectangle. Occasionally somebody has run a screw through it, which at least means somebody was in there once.

Third is what is in the pocket. We have pulled out newspaper, mouse nests, a child’s marble, and on one Ocean Park job a folded cigarette card that dated the last service to before the war. The pockets are also where you find out whether the frame has been leaking, because a wet pocket means water is getting past the sill or the casing above.

Then the Glazing, Which Is the Real Clock

Once a sash is out and on the bench the condition of the glazing putty decides most of the rest of the job.

Glazing compound is linseed oil based. It goes into the rabbet, the pane is bedded into a thin layer of it, points are driven to hold the glass, and then a bevel is run on the outside. It stays flexible for a long time and then it does not. It shrinks, it pulls back from the glass, and a hairline gap opens along the top edge of the bevel where you cannot see it from inside.

After that, every rain runs down the pane, into that gap and into the rabbet. The rabbet is a trough. Water sits in it against the bottom rail, and the bottom rail wicks it up through end grain at the joints. That is why the bottom rail is the part that rots, on nearly every window, in nearly every building. It is not because the bottom is closer to the ground. It is because the putty above it failed first.

Which means reglazing is not cosmetic. It is the maintenance that stops the timer on the sash. A window that has been reglazed on a sensible cycle can run for a century and a half. One that has not will lose a bottom rail in twenty to thirty years, and the rail is what people point at when they say the window is beyond saving.

Doing it properly is slow and there is no way around that. Old putty is raked out with a hook or softened with controlled heat kept below the range where lead paint fumes, which matters on this housing stock. The rabbet is cleaned back to wood and primed with an oil primer, because bare wood will suck the oil straight out of fresh putty and leave a crumbly bead within a year. The pane is bedded, points are set, the bevel is run and knifed off, and then it has to sit. Putty needs to skin before it takes paint, and depending on the weather that is one to three weeks. On a marine layer week it is closer to three.

Then the paint goes on and, this part gets missed constantly, it laps onto the glass by about a millimeter and a half. That lap is the seal. A perfectly neat paint line that stops exactly at the putty edge leaves an open seam for water. It looks tidier and it fails sooner.

Rot, and When to Stop Repairing

We probe every rail, stile and sill horn with an awl. Sound wood stops the point almost immediately. Wood that has started to go takes it in a few millimeters with no resistance, and wood that is finished takes the whole point and comes away as fibers.

Where the material is soft but the structure is still there, a penetrating epoxy consolidant soaks into the fibers and hardens them, and a two part filler rebuilds the profile on top of that. It works because it is anchored in sound material. Where the wood is genuinely gone, filler is a delaying tactic and a dishonest one, so the section gets cut out square and a matched piece is let in, primed on every face before it is fitted.

There is a point where a sash is not worth it, and it is honest to say so. A bottom rail that has lost its tenons, joints that have opened enough that the sash has racked out of square, and a top rail going the same way, all in one unit, is a rebuild. On a building with twenty openings you might find one like that. We say it about that one and not about the other nineteen.

Why This Is a Coastal Problem Specifically

Two things about Santa Monica make the wood on these buildings behave differently than the same wood would inland.

The first is that it never fully dries. A marine layer most mornings means exterior surfaces sit at high humidity for the first half of the day, often at or near the dew point. Wood that is cyclically damp and then warmed holds moisture in the joints far longer than the surface suggests. It is also why coating in the morning is a mistake here. A film brushed onto a surface that is still giving off moisture loses adhesion and gloss, and it will show within two seasons.

The second is salt. Aerosol salt carries in on the wind and deposits on everything facing the water. Salt is hygroscopic, meaning it pulls and holds moisture out of the air, so a salted surface stays wetter than an unsalted one under identical conditions. It also has to come off before sanding, not after, or you sand it into the substrate and build the new coating on top of it.

Practically, that means our exterior days start late and end early, the ocean facing elevations get washed and rinsed as a separate operation before any abrasive touches them, and we tell people plainly that the west and southwest sides of their building will need attention on a shorter cycle than the sheltered sides. Anyone promising a uniform repaint interval on a coastal building has not watched one age.

What the Sequence Actually Looks Like

Survey and open one window. Pull the stops on the openings that need it. Cord and weight work, sash out to the bench where a reglaze is needed. Rake, clean, prime, bed, point, bevel, then wait for the putty to skin. Repair the rails and horns while that waits. Wash the exterior for salt, sand, spot prime bare wood the day it is exposed. Caulk what should be sealed and leave open what should drain. Two coats of enamel in the afternoon, lapped onto the glass. Reinstall, wax the channels, check that every sash holds where you leave it.

That is a longer job than a repaint and it is a much shorter job than a window replacement, at a fraction of the cost, and at the end of it the original wood is still in the building.

Sash that has been painted shut for thirty years, casing that has gone soft at the sill horn, a front door whose enamel has chalked to a dull grey on the west face. That is the work. We are painters, but on this kind of building the painting is the last day of a job that is mostly carpentry, glazing and patience.

A pre-war sash is not a disposable part. It was milled from slow grown old growth fir or sugar pine, the stiles are heartwood, and the joints are mortise and tenon pinned with a dowel rather than glued and stapled. Wood like that does not exist in a lumber yard now. When somebody tells you the whole window has to come out because two panes are loose and the bottom rail is soft, what they are describing is a sales decision, not a condition report. The parts that fail are almost always the putty, the paint film and the cords, and all three are replaceable in place.

The other half of the job here is the weather. Santa Monica gives you a marine layer most mornings, salt in the air off the water, and a dew point that decides when a coating can go on rather than when your schedule says it can. Exterior enamel brushed onto a sash at nine in the morning in June is going onto a cold damp surface and it will show you what it thinks of that in about two years. We work the exteriors in the afternoon window and put the interiors on in the morning, which is a slower way to run a crew and the only way that lasts.

    Scoring the seal, breaking the paint bridge at the parting bead and stop, and easing the stiles back to a working clearance. Most sash that will not move are held by paint and swollen stops rather than by damage, and they run again once the film is cut and the channel is dressed back.

    Access pockets opened, the old rope or failed chain pulled, new cotton sash cord knotted into the pocket and the weight matched to the actual sash so the window holds where you leave it. A window that slams shut is not safe and a window that will not stay up gets propped with a book and then painted shut again.
    03Reglazing and Putty Renewal
    Failed putty raked out, the rabbet cleaned and oil primed, the pane bedded and back puttied, then a fresh bevel run and left to skin properly before any primer touches it. This is the single repair that decides whether the bottom rail rots in the next decade.
    04Epoxy Consolidation and Dutchman Repairs
    Soft sill horns, checked bottom rails and open joints in the casing. Punky wood is consolidated and filled where the fibers are still there to hold, and cut out and replaced with a matched piece where they are not. Filler over rot is a repair that fails on schedule.
    05Exterior Trim, Casing and Sill Painting
    Sanded back to a sound edge, feathered rather than chased, spot primed on bare wood, joints caulked where they are supposed to move and left open where they need to drain, then two coats of exterior enamel worked out by brush.
    06Interior Trim and Door Enamel
    Doors taken off, hardware pulled and bagged, surfaces degreased and de-nibbed between coats, and a waterborne alkyd laid off with a brush so the finish flows out without the roller stipple that gives away a rushed job.

    Questions About Sash Cords, Glazing and Salt Air

    My windows are painted shut. Is that a repair or a replacement?
    Almost always a repair. Paint bridges the sash to the stop and to the parting bead, and after enough repaints the bridge is thicker than the clearance the window was built with. Cutting the seal, dressing the stops back and easing the stiles gets most of them moving in an hour or two per opening. Replacement only enters the conversation when the joints themselves have opened up and the sash has racked out of square.
    Why does the bottom of my window rot first?
    Because that is where the water sits and because that is where the glazing putty fails first. Once the putty shrinks away from the glass, rain runs down the pane, past the bevel and into the rabbet, and it has nowhere to go. The bottom rail wicks it up through end grain and stays wet. Reglazing is the repair that stops the clock, which is why we do not treat it as a cosmetic step.
    Can you match the existing color?
    Yes, and it is worth being deliberate about it. Most of these buildings have been repainted often enough that the current color is nobody's original choice, and the sash, casing and stucco field have often drifted apart. We can hold what is there, or take a scraping back through the layers on a hidden edge and see what the building started with. Either way we spray out a sample board and look at it against the wall in afternoon light before committing.
    How does the marine layer affect the schedule?
    It sets the working hours. Exterior wood on an overcast Santa Monica morning is frequently at or near the dew point, and coating a damp surface costs you adhesion and gloss. We plan exteriors for the afternoon once the surface has warmed and dried, keep interiors and shop work for the mornings, and stop earlier in the day than a crew inland would. It is why an exterior sash program here runs longer than the same job in the valley.
    Does salt air really change the paint choice?
    It changes how long a film lasts and how it fails. Salt deposits hold moisture against the surface and they accelerate chalking on the west and southwest elevations that take the afternoon sun as well as the wind off the water. We wash and rinse before sanding rather than sanding salt into the wood, prime bare areas the same day they are exposed, and expect the ocean facing side of a building to need attention on a shorter cycle than the sheltered side. Telling a client every elevation will age the same way is not honest.
    My building was put up before 1978. Does that change the work?
    Yes, and on this housing stock it usually applies. Paint from that era can contain lead, and sash friction surfaces are exactly where it gets ground into dust. That rules out open dry sanding and heat above the safe range. We test first, then work wet, contain the area, catch the debris on plastic and bag it, and where a layer is sound we leave it undisturbed under a bonding primer rather than opening it up for no reason.
